The U.S.-Mexican border is one of the most permeable boundaries in the world, breached daily by Mexicans in search of work. Mendez V. Westminster: School Desegregation and Mexican-American Rights by
While Brown v. Board of Education remains much more famous, Mendez v. Westminster School District (1947) was actually the first case in which segregation in education was successfully challenged in federal court. Finally giving Mendez its due, Philippa Strum provides a concise and compelling account of its legal issues and legacy, while retaining its essential human face: that of Mexican Americans unwilling to accept second-class citizenship. 1945 Gonzalo and Felicitas Mendez, California farmers, sent their children off to the local school, only to be told that the youngsters would have to attend a separate facility reserved for Mexican Americans. In response the Mendezes and other aggrieved parents from nearby school districts went to federal court to challenge the segregation. Uniquely, they did not claim racial discrimination, since Mexicans were legally considered white, but rather discrimination based on ancestry and supposed "language deficiency" that denied their children their Fourteenth Amendment rights to equal protection under the law. Strum tells how, thanks to attorney David Marcus's carefully crafted arguments, federal district court judge Paul McCormick came to support the plaintiffs on the grounds that the social, psychological, and pedagogical costs of segregated education were damaging to Mexican-American children. The school districts claimed that federal courts had no jurisdiction over education, but the Ninth Circuit upheld McCormick's decision, ruling that the schools' actions violated California law. The appeal to the Ninth Circuit was supported by amicus briefs from leading civil liberties organizations, including the NAACP, which a few years later would adapt the arguments of Mendez in representing the plaintiffs in Brown. Strum effectively weaves together narrative and analysis with personality portraits to create a highly readable and accessible story, allowing us to hear the voices of all the protagonists. She also presents the issues evenhandedly, effectively balancing her presentation of arguments by both the plaintiffs and the schools that sought to continue the segregation of Mexican-American students. Ultimately, Mendez highlights how Mexican Americans took the lead to secure their civil rights and demonstrates how organization, courage, and persistence in the Mexican-American communities could overcome the racism of the school boards. Their inspiring example is particularly timely given the current controversies over immigration and the growing national interest in Latino life.

Named One of the 24 Best History Books of All Time by Book Riot The Inspiring True Story of a Segregated Unit Whose Exploits Underscore the Forgotten Latino Contribution to the Allied Victory in World War II As a child, Dave Gutierrez hung on every word his father recalled about his cousin Ramon, "El Sancudo" (the mosquito), and his service in World War II, where he earned a Silver Star, three Purple Hearts, and escaped from the Germans twice. Later, Dave decided to find out more about his father's cousin, and in the course of his research he discovered that Ramon Gutierrez was a member of Company E, 141st Infantry, a part of the 36th "Texas" Division that was comprised entirely of Mexican Americans--the only such unit in the entire U.S. Army. In the ensuing months, Company E and the rest of the 36th would battle their way up the mountainous Italian peninsula against some of Nazi Germany's best troops. In addition to the merciless rain, mud, and jagged peaks, swift cold rivers crisscrossed the region, including the Rapido, where Company E would face its greatest challenge. In an infamous episode, the 36th Division was ordered to cross the Rapido despite reports that the opposite bank was heavily defended. In the ensuing debacle, the division was ripped apart, and Company E sustained appalling casualties. The company rebounded and made the storied landings at Anzio and ultimately invaded southern France for a final push into Germany. The men of Company E distinguished themselves as rugged fighters capable of warring amid the rubble of destroyed villages and in the devastated countryside. Agent of Change: Adela Sloss-Vento, Mexican American Civil Rights Activist and Texas Feminis by
Liz Carpenter Award for Research in the History of Women, Texas State Historical Association The essayist Adela Sloss-Vento (1901-1998) was a powerhouse of activism in South Texas's Lower Rio Grande Valley throughout the Mexican American civil rights movement beginning in 1920 and the subsequent Chicano movement of the 1960s and 1970s. At last presenting the full story of Sloss-Vento's achievements, Agent of Change revives a forgotten history of a major female Latina leader. Bringing to light the economic and political transformations that swept through South Texas in the 1920s as ranching declined and agribusiness proliferated, Cynthia E. Orozco situates Sloss-Vento's early years within the context of the Jim Crow/Juan Crow era. Recounting Sloss-Vento's rise to prominence as a public intellectual, Orozco highlights a partnership with Alonso S. Perales, the principal founder of the League of United Latin American Citizens. Murder at the Sleepy Lagoon: Zoot Suits, Race, and Riot in Wartime L.A. by
The notorious 1942 "Sleepy Lagoon" murder trial in Los Angeles concluded with the conviction of seventeen young Mexican American men for the alleged gang slaying of fellow youth Jose Diaz. Just five months later, the so-called Zoot Suit Riot erupted, as white soldiers in the city attacked minority youths and burned their distinctive zoot suits. Eduardo Obregon Pagan here provides the first comprehensive social history of both the trial and the riot and argues that they resulted from a volatile mix of racial and social tensions that had long been simmering. In reconstructing the lives of the murder victim and those accused of the crime, Pagan contends that neither the convictions (which were based on little hard evidence) nor the ensuing riot arose simply from anti-Mexican sentiment. He demonstrates instead that a variety of pre-existing stresses, including demographic pressures, anxiety about nascent youth culture, and the war effort all contributed to the social tension and the eruption of violence. Moreover, he recovers a multidimensional picture of Los Angeles during World War II that incorporates the complex intersections of music, fashion, violence, race relations, and neighborhood activism. Drawing upon overlooked evidence, Pagan concludes by reconstructing the murder scene and proposes a compelling theory about what really happened the night of the murder.
Decade of Betrayal: Mexican Repatriation in the 1930s by
As the Depression engulfed the United States in the early 1930s, fear and anxiety spread that Mexicans were taking jobs and welfare benefits away from 'real' Americans. Local, state, and national officials launched massive efforts to get rid of the Mexicans. Eventually more than a million were shipped back to Mexico. In this book the impact of the forced relocation on both sides of the border is carefully appraised. Mexicans and their children were repatriated indiscriminately because it was assumed they were a costly burden to tax payers. However, as the authors painstakingly document, few socio-economic benefits were received by Mexicans. Nonetheless, a horrific toll was extracted from individuals, families, and entire barrios due to the anti-Mexican hysteria. In Mexico, the return of native sons and daughters and their American-born children sorely strained the social and agrarian reforms initiated by President Lazaro Cardenas (1934-1941) and his predecessors. Prior to this study, scholars had never addressed that aspect of repatriation.By combining extensive archival research with oral history testimony, the authors have created a compelling narrative that blends individual recollections with scholarly interpretation.
Blowout! Sal Castro and the Chicano Struggle for Educational Justice by
In March 1968, thousands of Chicano students walked out of their East Los Angeles high schools and middle schools to protest decades of inferior and discriminatory education in the so-called "Mexican Schools." During these historic walkouts, or "blowouts," the students were led by Sal Castro, a courageous and charismatic Mexican American teacher who encouraged the students to make their grievances public after school administrators and school board members failed to listen to them. The resulting blowouts sparked the beginning of the urban Chicano Movement of the late 1960s and early 1970s, the largest and most widespread civil rights protests by Mexican Americans in U.S. history. This fascinating testimonio, or oral history, transcribed and presented in Castro's voice by historian Mario T. A World of Its Own: Race, Labor, and Citrus in the Making of Greater Los Angeles, 1900-1970 by
Tracing the history of intercultural struggle and cooperation in the citrus belt of Greater Los Angeles, Matt Garcia explores the social and cultural forces that helped make the city the expansive and diverse metropolis that it is today. As the citrus-growing regions of the San Gabriel and Pomona Valleys in eastern Los Angeles County expanded during the early twentieth century, the agricultural industry there developed along segregated lines, primarily between white landowners and Mexican and Asian laborers. Initially, these communities were sharply divided. But Los Angeles, unlike other agricultural regions, saw important opportunities for intercultural exchange develop around the arts and within multiethnic community groups. Whether fostered in such informal settings as dance halls and theaters or in such formal organizations as the Intercultural Council of Claremont or the Southern California Unity Leagues, these interethnic encounters formed the basis for political cooperation to address labor discrimination and solve problems of residential and educational segregation. Though intercultural collaborations were not always successful, Garcia argues that they constitute an important chapter not only in Southern California's social and cultural development but also in the larger history of American race relations.

How Race Is Made in America examines Mexican Americans--from 1924, when American law drastically reduced immigration into the United States, to 1965, when many quotas were abolished--to understand how broad themes of race and citizenship are constructed. These years shaped the emergence of what Natalia Molina describes as an immigration regime, which defined the racial categories that continue to influence perceptions in the United States about Mexican Americans, race, and ethnicity. Molina demonstrates that despite the multiplicity of influences that help shape our concept of race, common themes prevail. Examining legal, political, social, and cultural sources related to immigration, she advances the theory that our understanding of race is socially constructed in relational ways--that is, in correspondence to other groups.
